GASB 34
In 1999, the Governmental Accounting Standards Board issued Statement No. 34, Basic Financial Statements-and Management’s Discussion and Analysis-For State and Local Governments (GASB 34). This standard significantly changed the way Governmental Agencies report their finances to the public. Since the inception of this statement, we have been actively participating with our clients and other professional organizations to support our clients continued compliance with this standard.
In addition to providing direct assistance to our clients, we have been actively involved in the Governmental community as a resource. Ms. Peggy Vande Vooren, a shareholder with the firm, has participated on committees to provide direction for the implementation of GASB 34, including the California Association of School Business Officials (CASBO) and the California Department of Education (CDE). In 2003, Ms. Vande Vooren was asked by the California Special Districts Association (CSDA) to write an article for their monthly newsletter introducing GASB 34 and the general requirements of this statement.
Mr. Thomas Gilbert, the Managing Shareholder of the firm, participated on a taskforce with the California Community Colleges Chancellor’s Office to assist Community College Districts with the implementation of GASB 34. Mr. Gilbert has also been a recent speaker on GASB 34 for the California Association of School Business Officials (CASBO), the California County Superintendents Educational Services Association (CCSESA) Finance Sub-Committee, the Association of Government Risk Insurance Pools, the California Association of Joint Power Authorities and the California Community Colleges Chancellor’s Office. In addition, Mr. Gilbert has spoken at various workshop regarding implementation issues related to GASB 34.
As a service to the school district industry, we annually sponsor a comprehensive two-day Governmental Accounting for California School Districts workshop, which includes all entries necessary for implementation of GASB 34.
As evident from our service to our clients and our involvement in the industry, we are committed to developing resources that support our client’s ongoing efforts to comply with the reporting requirements of the standard.
GASB 45
Post Retirement Benefits, Implementation and Funding. Thomas M. Gilbert has presented eight (8) workshops in 2005/2006 on this topic for a variety of organizations. Topics and specifics were addressed for Cities, School Districts, Community Colleges, and Special Districts. Consultation and/or training can be made available through Mr. Gilbert.
